Tacoma Power is a publicly owned utility, governed by a five-member
Public Utility Board. Rates are approved by the Public Utility Board and
the Tacoma City Council, following a series of public hearings. By City
of Tacoma's ordinance, Tacoma Power's electric
rates is effective April 4, 2005.
Rate Schedule
Begining October 1, 2001, our
electric cost is listed on the utility bill in three parts: energy cost,
delivery cost, and a monthly customer charge. Energy cost is the
charge for producing electricity at our hydroelectric dams or the cost
of purchasing electricity from outside sources. Delivery cost is
the charge for bringing the electricity to your home or business. It
includes the costs of the wires, transformers, underground vaults,
trucks, labor and so forth. The fixed monthly customer charge
reflects the costs of meter reading, billing and other administrative
costs.
There are several reasons why we
separate the delivery and energy charges, also known as unbundling:

To clearly identify the specific
cost of services to customer to facilitate efficient and accurate
energy consumption management in the future

To allow for power price
variability within a customer class so as to accommodate "time-of-use"
or "real time" power pricing in the future

To allow for application and
recovery of unique fees and costs such as franchise fees

To enable the provisioning of
customer requested enhanced delivery services in the future
